It is surprising how much we do know about this one, he is secretive, somewhat paranoid (probably rightfully so). Talon captured him in Algeria. But he was given to a couple in Prague to raise, members of an American covert intelligence organization during the Cold War. What information we do know indicates he was trained as an operative at a very young age. His small size and very acute senses (especially hearing) proved helpful in surveillance and in the field. As well as his interesting therid-enhanced ability to understand and replicate machinery. It allowed him to create various new technologies for the organization.
The organization didn't last long after the Cold War ended and reports indicate it had dissolved completely before the turn of the millennium. Ian then became something of a free agent, by reputation. What jobs or allegiances he was engaged in, there is just no information. He clearly knows how to keep his trail clean.
Ian has a lot of potential. Well trained in many skills, including numerous forms of armed and unarmed combat. He is small, only four foot two. Yes, fennec foxes are small, too. But so are rats and Albert Bennart is almost two feet taller. Perhaps it was part of Talon's plan for him. It served him well as a spy, after all. Acute senses and, as mentioned, his hearing is most notable. Huge ears, and all. Although, it is likely that sense was enhanced even further by Talon. Which means two powers, if the machine thing is included. Yes the little fox has trust issues - understandable given how he was raised and his job - but he is, by all accounts, a consummate professional. I think he would do well on a team. Best yet, he has offered his services to GARMA in the past. On the short list, for sure! (Since you'll likely see this, Ian, no pun intended)
